Grievance timelines are one of the most important elements of problem solving. To avoid running the risk of missing an important grievance milestone, we have prepared some grievance time line flowcharts for many of the bargaining units we have in BC. Last updated August 2019.

Members whose hours of work were changed in 2014 during bargaining with Treasury Board have won back pay and benefits after the union filed a complaint. The Federal Public Service Labour Relations Act, like other labour laws in Canada, contains a provision that freezes the terms and conditions contained in collective agreements on the day that notice to bargain a new agreement is given. The freeze continues until a new agreement is either negotiated or awarded by an arbitrator, or until a strike takes place.

Alternation allows people who have been declared “opting” as a result of Work Force Adjustment to switch places (or alternate with) another employee who is willing to leave the public service.In June 2012, PSAC filed a policy grievance because we had received reports that some departments and managers weren’t participating in the alternation process or were denying alternations without good reasons.

We want to improve communication with stewards, make changes to our education programs and find ways to connect stewards so that you can learn from each other.
